Abstract

Perceived accelerating migration amidst a declining economic situation has heightened sensitivity to the influx of migrants and has served to unnecessarily problematise migration. Those already marginalised by social structures and low education and economic levels may be unable to migrate. Non-migration is therefore as much a policy issue as migration. A model will be developed to predict migration implications of planned actions by planners and policy makers in local, provincial and central government. Important components of the project are census-data analyses, a relatively large national survey and visits to the bordering countries. This multi-disciplinary project is expected to end in March 2004. Actively participating in the project are four well-known experts from abroad, four local partners and 13 HSRC researchers (four from other programmes).The outputs envisaged are two books (one on the causes of migration in South Africa and the other dealing with cross-border moves to South Africa), reports on visits to neighbouring countries (to be placed on the Internet), various journal articles, and a user manual for the proposed model. The impact of this project will go beyond the mere provision of research information by also providing a practical mechanism for assessing the potential implications of policy and planning initiatives on migration and areas, development and population growth.
