This seminar will focus on a comparison of the language education policy and its implementation in Ethiopia and South Africa. Since 1994, Ethiopia and South Africa have experienced similar political and educational changes over the last two decades. Both countries have included multiple languages in education policy - one has moved with speed to put this into effect, the other has circumvented policy. Ethiopia's federal system decentralises education planning to the regions and this has shown surprisingly positive results with widespread community participation in education in a very poor country. South Africa's federal system has placed greater emphasis on centralised policy and planning, student achievement has been disastrous and there is limited community participation in schools. Kathleen Heugh is the Course co-ordinator of the English Language Pathway. She has taught courses on language policy and planning, bilingual and multilingual education and language acquisition at the Universities of Cape Town and Antwerp. She has undertaken large-scale studies on languages and literacy in education in sub-Saharan Africa for various development agencies and governments. Currently she works closely with colleagues in several universities and research organisations in South Africa, India, Europe and the USA; is interested in the education of minority and marginalised communities; and works towards disseminating research and expertise from the peripheries to the centres.
