Public Service Commission and Human Sciences Research Council to collaborate in selected areas

Pretoria - The Public Service Commission (PSC) and the Human Sciences Research Council (HSRC) today, signed a Memorandum of Understanding (MoU) which will provide a framework for collaboration in selected areas of research and development.
The PSC Commissioner based at the National Office, Ms Sellinah Nkosi mentioned that the MoU will seek to “create a collaborative framework through which the PSC and HSRC will manage their working relationship, in order to establish future cooperative agreements”.
The specific areas of collaboration between these two institutions include amongst others:
• Developing appropriate policies and legislation to promote integration in government development programmes and service delivery;
• Providing strategic interventions, support and partnerships to facilitate policy implementation in the Provinces and Local Government;
• Creating enabling mechanisms for communities to participate in governance; and
• Considering models for the professionalization of the public service and local government.
Commissioner Nkosi further mentioned that the partnership between the PSC and HSCR will also provide for the sharing of practical experience with the aim of enhancing capacity of both institutions.
Speaking about the significance of this MoU, the Chief Executive Officer of the HSRC, Professor Crain Soudien said, “developments in our country make it imperative that we begin to understand on a deeper level the deficiencies in our ability to deliver public services while improving the capacity of the South African state to meet the needs of our people. We are very excited to be working with the Public Service Commission in developing a sustainable response to this important work in our country.”
The PSC is a Chapter 10 Institution which derives its mandate from Section 195 of the Constitution and has got the responsibility to conduct oversight over the Public Service. The products of the PSC influence policy development in the Public Service.
The Human Sciences Research Council aims to inform the effective formulation and monitoring of government policy; evaluate policy implementation; stimulate public debate through the effective dissemination of research-based data and fact-based research results; foster research collaboration; and help build research capacity and infrastructure for the human sciences.
