A study by the Human Sciences Research Council says the success of municipalities is dependent mostly on strong and skilled managers.
It also says municipalities in rural areas bear the brunt when it comes to service delivery.
The Human Sciences Research Council's Gary Pienaar said: "They do require a high level of skill to undertake this level of leadership. Sometimes these are challenges.
"You find there's a large number of vacancies or unsuitable skilled officials. There's at times blurred ethical lines, political interference ...there are challenges with unethical and corrupt leaders and that would undermine the ability to deliver their services."
