Abstract

This concept note has been prepared by the Human Sciences Research Council (HSRC) in response to a request by Ministerial Oversight Committee on Transformation in the South African Public Universities (TOC) to investigate progress with higher education (HE) transformation in keeping with its mandate. The TOC is appointed to monitor progress of transformation in public universities; serve as expert-advisory body providing independent advice to the Minister and the Department in fulfilling its oversight roles and to assist in strengthening accountability of universities in matters of, and relating to, transformation (DHET 2017: 229).
