Abstract

In December 2015, District Land Reform Committees (DLRCs) were officially launched by the Minister of Rural Development and Land Reform. The DLRCs will enable substantive and equal participation of all stakeholders in decisions surrounding land acquisition. In promoting a bottom-up, participatory, multi-sectoral approach to land reform, DLRCs will both give a voice to the landless and land-hungry in the redistribution process, while also facilitating landowner cooperation by enabling them to play an active role in land reform. DLRCs will further promote decentralised implementation of land reform initiatives, since DLRCs are in the best position to ascertain important information regarding land in each district and can thus play a key role in determining which land is available for redistribution
