DRDLR: LUNA Projects

Abstract

The HSRC proposes a phased and multipronged intervention to strengthen the capacity of District Land Reform Committee (DLRC) stakeholders, members and support staff for informed and forward-looking land administration, land use management and spatial planning. In addition to developing a fit-for-purpose framework, this framework has to be pilot-tested in a sample of priority district municipalities. Outputs and results emerging from this exercise must feed back into policy actions about spatial planning and land administration and management (see summary table below). A key structure and mechanism through which the information will be shared is a District Land Reform Committee (DLRC) comprising of members drawn from a cross section of local stakeholders. Capacity development programmes must be identified and designed to train DLRC members to effectively use the information and knowledge generated through the land use and needs assessment framework. More specifically, the objectives of this exercise are: To support DLRCs with a framework of the necessary information to enable them to conduct their work from an informed and objective basis; To enable communities and various interest groups in land in the various districts to be involved in deliberating and determining their land needs and intended uses; To consider and assess the land needs and targeted uses by the various key land use departments across the three spheres of Government, particularly those that are the drivers of the rural economy and human settlements; To frame the exercise within the objectives and instruments provided for by the Spatial Planning and Land Use Management Act (SPLUMA) of 2013; To contribute to the determination and targeting of strategic land; To frame and establish a data base of such information on land needs and (intended) uses, and plan its regular processing and updating at least every 8 to 10 years; To enable and facilitate effective planning of the delivery instruments of the various policies of DRDLR for integrated land reform and rural development.
