Abstract

The proposed study aims to examine the plausibility and appropriateness of the design of the housing allocation process and implementation of Gauteng Department of Human Settlements (GPDHS). In so doing the study will unravel the theory of change and examine the robustness of the underlying theory of change and its logical framework. In line with the terms of reference related to the design and implementation assessment of the housing allocation process of the GPDHS, the specific objectives of this study include: To determine the rationale for the housing allocation process; To explain the intended outcomes and how the allocation process is designed to achieve them; To develop a theory of change that is realistic and reflects the underlying assumptions; To explain how the housing allocation process is understood at the different spheres of government (national, provincial and municipalities) and to identify the key challenges occurring in terms of the roles and responsibilities of the different spheres of government; To establish whether the housing allocation process is being implemented in line with its design; To identify all the departmental gaps that may have arisen as a result of the implementation of the housing allocation process and to establish how these challenges have affected housing delivery; To establish whether the outcomes of the intervention are being achieved; To establish whether there are effective monitoring and evaluation measures in place; To determine whether the allocation process is accelerating housing delivery; To identify possible solutions for rectifying any system malfunction, if there is any. The key research question in this study is: How appropriate and plausible is the design of the housing allocation process of the GPDHS? The sub-questions are as follows: What is the rationale underlying the housing allocation process? What are the intended outcomes and how is the process designed to achieve them; What is the theory of change underlying the housing allocation process? How is the housing allocation process understood at the different spheres of government (national, provincial, municipal); What are the key challenges occurring in terms of the roles and responsibilities of the different spheres of government? How is the housing allocation process understood by the beneficiaries? To what extent is the housing allocation process being implemented in line with its design? What Departmental gaps have arisen as a result of the implementation of the housing allocation process and how have these challenges affected housing delivery? Are the outcomes of the housing allocation process being achieved? To what extent are monitoring and evaluation measures for the housing allocations process in place? To what extent is the housing allocation process accelerating housing delivery; What are the possible solutions for rectifying the malfunctioning of the housing allocation process; What are the gaps in the housing allocation and implementation process in Gauteng? What is the design underlying the housing allocation process; How plausible and appropriate is the design of the housing allocation process in GPDHS. These sub-questions are a guide to developing detailed questions around housing allocation processes within the GPDHS. The scope of the evaluation is to assess the implementation of the housing allocation process from 2005-2016.
