Impact evaluation of the Kwanele communities

Abstract

The aim of the programme evaluation is to assess the extent to which and how the interventions have: improved access, retention and attainment of girls in schools; contributed to the empowerment of girls; and strengthened the capacity of the school and community to both prevent gender-based and sexual violence, and identify and deal with violence where it does occur. The objectives of the programme evaluation will be to investigate: Overall reach of individual programme elements within target populations Overall impact of individual programme elements within target populations Sustainability of the programme Scalability and replicability of the programme Specifically the evaluation will: Examine the impact, both positive and negative, intended and unintended, of the SeViSSA programme using a critical sexual and reproductive citizenship framework, with an emphasis on transformative school climates, empowerment and situated agency of learners; Examine the achievement of outcomes and outputs of the SeViSSA programme, accounting for how these results were achieved (in relation to the theory of change and implementation), highlighting best practices, challenges and exploring what facets of the integrated offering have been most effective; Provide suggestions/recommendations on what aspects of the SeViSSA programme should be strengthened or improved; Identify lessons learned from the implementation of the programme; and Assess the adequacy of the programme concept and design, particularly the programme Theory of Change (TOC) in addressing the identified problem Through investigating various outcomes and characteristics that make the programme feasible, and more importantly, sustainable in school settings, best and poor practices in improving school climate and school capacity will form an important component of this assessment.
