Abstract

1. PURPOSE 1.1 Except as otherwise expressly provided herein, the Recipient shall supply all resources, supervision and everything required to coordinate 15 (fifteen) policy seminars and 3 (three) government cluster workshops for the DST over a period of 3 years, in accordance with Annexure A, in order to: 1.1.1 contribute to building a state that is capable, professional and responsive to the needs of citizens; 1.1.2 enhance the ability of the centre of government to learn from experience and build on what works; and 1.1.3 assist in developing an understanding of obstacles to effective implementation, and assisting in informing the scaling up of measures that have been proven to be effective.
