Constructing an Intermediate Deprivation Measure for Wards in the City of Johannesburg

Abstract

HSRC and members of SASPRI have collaborated for many years on issues relating to deprivation. The first ward-level South African Index of Multiple Deprivation 2001 was produced as a collaborative project (Noble et al., 2006). This led to research undertaken collaboratively by HSRC and members of the SASPRI team for the City of Johannesburg (CoJ) to inform the eligibility criteria of the spatial element of its indigency policy (Barnes et al., 2009). More recently, SASPRI has produced an update of the SAIMD: the ward-level South African Index of Multiple Deprivation 2011 (SAIMD 2011) using the 2011 Census of Population (Noble et al., 2013). The City of Johannesburg would like the ward-level SAIMD 2011 to be updated for the wards in CoJ, and this is the focus of this project
