RESEARCH OUTPUTS: SACN urban governance indicator development report

Abstract

The objective of this project is to identify indicators to measure and assess urban governance in South African cities. The first task is a literature review of sub-national level governance indicators. The purpose of the literature review is to establish, based on the literature, the core dimensions of sub-national governance that should be measured. The second task will be to recommend a set of sub-national governance indicators that takes into account the aim of the SOC to tell a governance story, considered against global best practice as established through the literature review. The final task is to strike a balance between internal indicators used within local government for performance management, and external indicators used to measure the quality of governance and wider development outcomes. This process should include the existing governance indicators in the SACN Data Almanac from the 2016 State of South African Cities Report, and the National Treasury Circular 88 Indicators, both of which are listed in the SACN Codebook.
