Extending the findings of the Socioeconomic wellbeing and human rights-related experiences of people with disabilities in Covid-19 times in South Africa

Abstract

To use the research findings to engage deeply with various government departments, including the DWYPD, COGTA, SALGA, DSD, and to engage with them and organisations from the Disability Sector to have a positive dialogue about developing a way forward and how HSRC DCES can assist in the improvement of the existing disaster management framework of the White Paper on the Rights of Persons with Disabilities. There is currently little national buy-in of Section 3.5 of the Implementation Matrix 2015-2030 of the White Paper on the Rights of Persons with Disabilities. Section 3.5 deals with disaster and risk management for persons with disabilities. Section 3.5.1 deals with compiling disability-inclusive risk-management documentation. Sections 3.5.2 and 3.5.3 provide accessible disaster relief services and accessible emergency services. Most of this work is incomplete. It is foreseen that constructive and combined dialogue with different stakeholders will secure future funds for the HSRC to work with the various departments to get this on track. Research evidence is crucial to inform these state policies and protect human and social rights. Many rights have been ignored or affected by mitigation and the management and control of the COVID-19 virus.
