Abstract

For policy makers to successfully address the biggest global challenges, from climate change to the next epidemic, hunger to population growth, they need the skills, resources and systems to access, evaluate and use research information. Increasing the supply of research evidence on its own is not enough: policy makers need individual and organisational capacity and robust tools and processes if they are to be able to take up and use research evidence. Recent thinking in this area has identified two broad and overlapping barriers to demand for research from policy makers. INASP proposes to lead a consortium of six organisations from Ghana, Pakistan, South Africa, UK and Zimbabwe to respond to these challenges. The consortium will develop a programme of work with four strands: 1. Supporting the professional development of new and existing policy makers 2. Developing organisational tools and processes that empower policy makers to better articulate their demand for evidence and use it effectively 3. Developing local ability to respond to future research uptake capacity gaps 4. Identifying and documenting best practice of what works, what does not and why in building research uptake capacity in developing countries
