Abstract

As a means of adding value to the disaster risk management, the HSRC therefore proposes to investigate and evaluate the forms, locations and distribution of vulnerable groups??? experiences, knowledge and adaptations to the drought disaster affecting the Western Cape and to facilitate the application thereof to disaster risk reduction policy. In particular, we will determine the extent to which households, individuals and businesses are able to participate in providing or receiving appropriate technical advice; to volunteer their services in addressing disaster situations; and to contribute financial or other resources for disaster risk management in their areas. The identification and documentation of vulnerabilities, knowledge, practices and adaptations will be accomplished by means of qualitative and quantitative research approaches, including two or more of the following research methodologies: a desktop review of documents available to the PDMC-WC; community sample surveys; in-depth interviews with key informants; focus group discussions; and rapid assessment techniques.
