Abstract
The Harmonised Assessment Tool (HAT) was developed in order to provide a standardized assessment tool for both the Disability Grant (DG) (administered by the Social Security Agency of South Africa - SASSA) and the Policy of Free Health Care at Hospitals for People with Disabilities (FHC), administered by the Department of Health. The Disability Grant is a long standing benefit dating to before the democratic government was brought in 1994. The FHC policy came into effect by the Department of Health in July 2003. The HAT is thus a harmonization of the national DG assessment tool (developed by the Department of Social Development in 2003) with the assessment tool developed for the FHC policy, by the Department of Health. The harmonization process was completed in late 2006 after which a brief piloting of the HAT was undertaken in 3 provinces. Few changes were made and the HAT was accepted by Cabinet with the provision that Department of Health and SASSA officials be trained and that a further period of piloting be incorporated into the roll out process. Furthermore, it was recommended that the roll out be phased to allow for this additional piloting to take place. The training was planned for 2008 for both Department of Health and SASSA officials. This report documents the training that took place and the recommendations arising from the training for some revisions of the HAT.-
