Abstract
The Green Paper on National Strategic Planning, released in September 2009 by Minister in the Presidency Trevor Manuel, is a policy document in response to the 'need for better long-term planning to inform shorter-term plans, resource allocation, trade-offs and the sequencing of policies'.
