Abstract
This document outlines a draft framework for the Department of Women, Children, and People with Disabilities (hereinafter referred to as the DWCPD or the Department) in fulfilment of the broad national mandate of the Department in respect of M & E. It is divided into two main parts. Part A deals with the conceptual and theoretical underpinnings of the framework, which arises out of a diagnostic review, including the rationale and purpose; the theoretical principles that inform the framework and the methodology upon which it is based. Part B explains how the framework will be operationalised and implemented, including a description of the various components of the framework and their respective functions, as well as a brief trajectory of proposed steps for elaboration and implementation.-
