Abstract
This paper belongs to a series of working papers to inform the scaling up ECD Services (0-4) years research project. The purpose is to improve the evidence base supporting implementation of government's vision for increasing access to quality ECD services by scaling up integrated services and creating jobs in the ECD sector.-
