Abstract

Up to so far in the journey of democracy, Thabo Mbeki's legacy seems the most debatable and complex. It has its highs and lows but the foundations he established in terms of the capacity of stat institutions will reverberate throughout history. Is it because Mbeki became president immediately after the thrill of the great Nelson Mandela period?
