Abstract
This paper examines two distinct bodies of literature, and argues for an alignment between them to inform a notion of development oriented social engagement. The first section sets out the main conceptual frameworks and methodologies of the national systems of innovation literature in relation to developing countries, the role of higher education and university-industry interaction. The second section presents the conceptualization of community engagement from the perspective of higher education studies, identifying key strands in the debate around the civic role of higher education in relation to the public good. The final section begins to draw out implications of such a conceptual alignment for higher education governance and leadership in the SADC.-
