Abstract

This diagnostic review offers a situational analysis of the current government-wide M&E mechanisms and how they relate to the mandate of the DWCPD. The research questions of the diagnostic review are drawn from the Terms of Reference (ToR). (These appear as appendix A.) The diagnostic review focuses particular attention on assessing the current M&E environment and institutional framework. The process of conducting this diagnostic assessment of the current M&E landscape (specific to government and the gender, child, and disability sectors) is part of the overall readiness assessment towards the development of its M&E Framework. The next step after the review process, as was outlined at the 2011 workshop, is to develop a comprehensive M&E strategy based on the emerging findings and recommendations (DWCPD, 2011). The findings of this review will be used to inform a draft framework on which the Department can build.
