Abstract
In 2000 in preparation for the Millennium Summit the then UN Secretary General, Kofi Annan, produced a report titled 'We the Peoples: Role of the United Nations in the 21st Century' (UN, 2000) which outlined the global issues which the international community had to address. These were clustered around three themes namely: * freedom from want; * freedom from fear; and * freedom of future generations to sustain their lives on the planet. The 'We the Peoples' publication was very different from the DAC's documents in that goals which had disappeared from international priorities such as gender equality, reproductive health and health were included in the Millennium document.-
