Abstract

The IEC and other organisations have succeeded in reaching one out of eight South Africans with their voter education programmes. Exposure has not been uniform, with provinces like North West and Northern Province having been the major beneficiaries. Provinces such as KwaZulu-Natal and Northern Cape were relatively unreached. Coloured voters have been more likely to receive voter education from a political party than have black voters. This suggests the need for a higher profile IEC voter education programme in the Western Cape and Northern Cape. All of the official home languages need to be utilised, particularly in order to reach people without formal education most effectively.
