Johan Viljoen is a senior researcher in the HSRC's Developmental, Capable and Ethical State research division. He holds a master's degree in geography from the University of South Africa and has key expertise in the areas of democracy, governance and international migration.

Viljoen has 27 years of research experience at the HSRC. Over the past decade, he has done extensive work for the National Department of Justice, the National Department of Home Affairs, the South African Local Government Association (SALGA), the Local Government Sector Education and Training Authority and the Presidency. His expertise also includes proposal writing, monitoring and evaluation as well as qualitative research methodologies.

During the past decade, Viljoen has mostly conducted his research in the areas of governance and international migration. He has been involved in several projects, including the Presidential Review Committee on State-owned Enterprises, an Assessment of the Impact of Decisions of the Constitutional Court and Supreme Court of Appeal on the Transformation of Society, and an Evaluation of the Access to Justice and the Promotion of Constitutional Rights Programme. Viljoen also worked on an employee satisfaction survey in the public service, a SALGA study on political violence and an HSRC study on skilled migration. He has published 9 scientific articles in local and international peer-reviewed academic journals, more than 25 research reports, 5 book chapters, one occasional paper and one policy brief. He has also presented several papers at local and international conferences.
