Abstract

This demonstration project will focus on identifying ways of improving preferential procurement processes so that it can be implemented at a mass scale therefore expanding economic participation. There are two central elements that will be tested: the first is organisational, where the approach to cascading managerial incentives will be tested, as well as other interventions in how BEEP is organised. The second relates to product choice. There trends to be substantial `copy-cat? behaviour in product identification. The HSRC has developed a methodology in construction and chemicals on a small basis that could be extended much more broadly. This would enable procurement managers to implement methodologies to help them identify products in their procurement list, sufficient to achieve a much larger scale of local BEEP. Some of these have been tried, but not tested scientifically to see if they could apply on a mass scale.
