Abstract

The focus of the study will be to conduct the diagnostic of capacity, capability and experience in each Regional Office, on how to carry out the research on all outstanding restitution claims in 18 months; hence the specifications below primarily focus on the regional Office visits and diagnostic. For the visits to regional offices and data collection process, the service provider shall be required to: Obtain statistical information and engage the processes and efficacy of information management: (a) number of claims outstanding for research (b) number of files still needing research improvements (c) number of consolidated files (d) information management strategy and process (e) the unintended consequence of unbundling of consolidated claims/files; Determine and consider research capacity in each regional office and how it currently manages research on land claims and various challenges/duplications or inefficiencies therein; Determine the best (tried and tested) approach towards completion of the research in eighteen (18) months using the existing capacity; Determine the organisational capacity needed to research all outstanding claims within 18 months: (a) specialist capacity (deeds researchers; archivists; legal researcher; anthropologists; historians, land surveyor, etc.); (b) technical capacity (process know-how/supervisory), and (c) field/general capacity (family/community facilitation); Conduct further segmented group discussions amongst categories of research staff as well as teams to find deeper insight into: (a) challenges (b) opportunities for improvement and (c) process and work innovation needed, (d) existing capacity optimization, and (e) additional capacity (types and number needed); Conduct an analysis of the collected data and make recommendations of what is to be done, and workshop the recommendations. The workshop shall discuss: (a) how to improve upon the analysis; (b) address research prioritisation criteria; (c) discuss and decide on approach to research including the outsourcing option and design an approach for each Regional Office); Participants in the workshop shall be Chief Directors: Land Restitution Support, Directors and Deputy Directors: Operations, Information Managers, Legal Administration Officers and Commissioners etc; The outcome of the workshop shall be a complete analysis and terms of reference detailing how the outstanding claims shall be researched by May 2014, co-ordinated, supported and the process shall be managed; The service provider shall thereafter be expected to submit an overall project report and a research strategy.
