Abstract

The main purpose of the project is to evaluate the KZN DoT EPWP programme in a more structured and reflective manner in order to inform planning, policy-making, budgeting and programme re/design in order to improve effectiveness, efficiency, impact and sustainability. The evaluation embraces the four main dimensions of undertaking evaluations elaborated in the National Evaluation Policy Framework (NEPF) 2011: Improving policy or programme performance by providing feedback to managers; Improving accountability for where public spending is going and the difference it is making; Improving decision-making e.g. on what is working or not working; Increasing knowledge about what works and what does not work with regards to public policy, plan, programme or project. In addition the current evaluation will amalgamate aspects of three types of evaluations: The implementation evaluation that will measure the progress of the EPWP within KZN and suggest ways in which this implementation might be strengthened; The impact evaluation that will measure the impact of the EPWP on economic growth and the alleviation of poverty for target beneficiaries;The economic evaluation that will focus on the cost and benefits of the EPWP programme within KZN and investigate the impact of the programme on the delivery of services.
