Mr Stewart Ngandu is a Senior Research Manager in the Inclusive Economic Development Division (IED) at the Human Sciences Research Council (HSRC) and assumed his employment at the HSRC in 2004. His particular research interests include the measurement of poverty and inequality, labour market analysis, social protection, public policy formulation, implementation and evaluation, which includes theory of change and logframe development and use. He is also interested in the economics of mineral driven economies, structural change, economic development, the use of deterministic chaos theory in public policy and research philosophy as the basis for interdisciplinary approaches to solving some of the most complex problems developing countries face. His technical research interests include large scale survey design, microdata analysis, and economy wide modelling.

Stewart holds a Master of Science degree and a Bachelor of Science Honours degree in economics from the University of Zimbabwe. Stewart has undertaken work for numerous South African government departments, most notably the South African Department of Environmental Affairs, Department of Labour, the Education, Training and Development Practices Sector Education and Training Authority (ETDP-SETA). He was the lead on the review and revision of South Africa?s current Tourism Human Resource Development Strategy 2017-2027, that was rectified in 2017. He was one of six experts that worked on the planning and development of Phase IV of South Africa?s biggest poverty alleviation programme, the Expanded Public Works Programme, 2019 to 2024. Stewart was also the lead author of the close out Goal 1 report of the Millennium development Goals - Eradicating Extreme Poverty and Hunger 2000-2015.

Stewart has published several peer review journal articles, book chapters, peer reviewed monographs, and various research reports and many policy briefs. Co-edited book, the inaugural Social Security Review (2021, with Motala and Hart). Authored and co-authored book chapters include, Impervious to Policy: Revisiting HSRC?s Heterodox Economic Approach to South Africa?s Persistent Structural Complexities (2020, HSRC Press in Soudien, Houston & Swartz); Tourism innovation and sustainability: Implications for skills development in South Africa (2020, Springer with Booyens & Motala, in Baum & Ndiuini); Ten Years of the South African Social Security Agency (SASSA): The Journey 2006 - 2016. (2021, with Motala In Motala, Ngandu, Hart). Stewart is a member of the international input-output association and a member of the Education, Training and Development Practices Sector Education and Training Authority (ETDP-SETA), Higher Education Chamber on Research 2020-2024.
