Abstract

This proposal has been drawn up in response to the Terms of Reference (ToR) drafted by the City of Johannesburg (CoJ) in partnership with the Hollard Foundation, calling for Proposals to Audit ECD sites within the CoJ. The overarching objective remains to conduct an audit of ECD sites in 17 deprived wards in the CoJ. These 17 wards have been pre-determined by the CoJ based on available empirical data on poverty ranking of wards. HSRC understands that this Audit will contribute to the development of an intervention strategy to support enhanced access to and improved quality of ECD services to children in those designated wards within the CoJ. The specific objectives as interpreted by HSRC are as follows: a) To provide quantitative data on all ECD sites, registered and unregistered in the 17 selected wards in CoJ. The scope of data to be collected is detailed in the audit criteria outlined further in this proposal. It is important to clarify that the audit will exclude, in the selection of ECD sites, all Grade R services whether delivered by the state or community, as well as any partial care services provided for children in private homes for less than 6 children in home. b) To provide a description of the factors that account for quality of the ECD site and service delivered; c) Assess the enabling conditions relating to ECD site compliance with the regulatory environment; d) Assess the flow of funding to and from the ECD site; e) To provide a report outlining findings of the audit, highlighting gaps and making recommendations for areas for strategic intervention to enhance access to and quality of ECD service delivery to children in these selected wards in the CoJ.
