Abstract

The HSRC's impact evaluation methodology framework will be designed bearing in mind DEA???s EPWP central and specific objectives as outlined in the Terms of Reference for this study: The overall purpose of this impact evaluation study is as follows: To evaluate the socio-economic, environmental and economic impacts of ten selected sub programmes implemented by the Environmental Programme branch since its inception in 2012. The specific objectives also articulated in the TOR have been identified as: To evaluate the extent to which the sub-programmes impacted on the environment; To evaluate the extent to which the sub-programmes impacted on the social-being of the country and individuals; To evaluate the returns on investment (Value for money) of the sub-programmes implemented.
