Abstract
The overall objective of the project is to advise and support metropolitan municipalities in South Africa on strategies to encourage and regulate backyard rental arrangements to (a) support the supply of adequate backyard rental accommodation as one part of the supply of affordable housing; and (b) reduce the risks associated with overloaded municipal infrastructure and unsafe building practices that may arise from completely unregulated backyard rental arrangements. The specific objectives are: Scope and review strategies employed by metropolitan municipalities in South Africa to support, encourage and manage the development of backyard rental markets; Test and assess a case in the City of Cape Town; and Share the recommendations and lessons on leading practice with the CSP cities.
