ILO: Expanded Public Works Programme (EPWP)
Abstract
The purpose of this assignment is to provide strategic support to the development of of EPWP Phase 4. The EPWP has set up institutional arrangements comprising a Panel of Experts (PoE), project management and a team of specialists for each sector of EPWP. All preparatory work for EPWP Phase 4 Planning is coordinated by the EPWP Phase 4 Planning Committee (EPPC) led by the EPWP Chief Director: Monitoring and Evaluation. The work of the Public Employment Progamme Specialists will be incorporated into the EPWP Phase 4 Business Plan. The objectives of the PEP Specialists will include the following: Review the performance of the EPWP Phase 3; Development of viable options for the design of EPWP Phase 4 including how the programme should be structure and whether DPW should continue to approach the coordination on a sectoral basis; Preparation of EPWP Phase 4 implementation strategies; Participate in stakeholder engagements; Develop sector specific Phase 4 business plan which includes targets and budget estimates.
