(SSARRAH) Strenghtening South Africa\\\'s Revitalised response to AIDS and Health

Abstract

The SSARRAH programme responds to the substantial changes at a political level in South Africa which have created new space and a commitment by all stakeholders to deliver effective, evidence-based responses to AIDS and improve health service delivery through the National Strategic Plan on HIV & AIDS and STIs (Sexually Transmitted Infections), 2007-2011 (NSP). SSARRAH?s goal is to assist South Africa get closer to meeting its health Millennium Development Goals (MDGs) to reduce child mortality, improve maternal health and combat HIV/AIDS, malaria and other diseases. Its purpose is improved governance of an integrated, effective response to HIV & AIDS and health in South Africa. It will enable South Africa to deliver its NSP (by 2011) which aims to deliver universal access defined by: ??? 50% less new HIV infections ??? Mother to child transmission (MTCT) reduced to 5% ??? 80% coverage of treatment care and support SSARRAH builds upon the UK?s history of working with South Africa to strengthen the national response to AIDS through TA and broader system strengthening activities, and responds to the directions outlined in the UK?s global AIDS Strategy. Over the next 5 years SSARRAH programme will work principally at national level to: ??? Support one national AIDS authority to co-ordinate an effective multi-sectoral compact responding to AIDS, TB & STIs ??? Generate reliable evidence-based information through improved M&E systems to guide planning and implementation of the national response; ??? Enhance district level and national accountability and oversight mechanisms by Parliament and civil society; ??? Strengthen priority areas of the health system to deliver the NSP (and its successor) through the provision of flexible support to the National Health Ministry, and through an innovative private-public model for HIV insurance for low income earners SSARRAH will be delivered through institutions supported by a Managing Consultant (MC) which will provide technical assistance, lesson learning and communication activities to benefit the national response, as well as managing the programme on DFID?s behalf. DFID will also provide an Adviser to offer direct support to the National Health Ministry in delivering on health system strengthening priorities. In parallel with SSARRAH DFID has made a contribution of #1 million to the Nelson Mandela Foundation (NMF) to support its core work which strengthens the broader societal and community responses to AIDS.
