Abstract

This proposed survey will be the fifth in a series of national population-based surveys conducted for surveillance of the HIV epidemic in South Africa. The previous three surveys were conducted in 2002, 2005 and 2008 and the fourth survey which was originally planned for 2011 was carried out in 2012. At the time of writing this interim progress report/continuation application data capture and cleaning were being finalised. It was estimated that the first main report would be finalised by the end of May 2013. The data from the 2015/16 survey will serve as a basis for the interim evaluation of the South African National Strategic Plan (NSP) for HIV/AIDS, STIs and TB 2012-2016. Consequently, the next survey might be best conducted in 2015 or better still in 2016 to coincide with the end of the new NSP. The main aims of the survey are: to conduct surveillance of HIV infection and behaviour in South Africa and to obtain a better understanding of factors driving the HIV epidemic; to collect data for monitoring and evaluation of the South African National Strategic Plan for HIV/AIDS,STI and TB 2012-2016; to also collect data for monitoring the indicators required for the preparation of the country???s reports to various international bodies; to build capacity in HIV surveillance, monitoring and evaluation; to collect demographic and health indicators; and to assess the extent to which health services are accessible to the population. The primary objectives are to: (a) determine the prevalence and incidence of HIV infection and the use of antiretroviral drugs among HIV positive people; (b) assess the relationship between behavioural factors, crime and (sexual) violence and HIV infection; (c) describe trends in HIV prevalence, HIV incidence, and risk behaviour over the period of 2002 to 2015/2016; (d) track the proportion of males circumcised; to track the use of different types of HIV health education and/or communication approaches; (e) determine the health status of all South Africans including infants and their mothers. The secondary objectives are to (i) contribute to the analysis of the impact of HIV/AIDS on society, including mental health; (ii) estimate infant, under five and maternal mortality rates; (iii)assess infant feeding practices; (iv) estimate current fertility trends in the country; (v) determine the use and access to child health, maternal health and general health services; and finally (vi) estimate HIV sero-discordance and concordance between the sexual partners and between mother and child.
