Final Evaluation Access to Justice and Promotion of Constitutional Rights

Abstract

The Access to Justice and the Promotion of Constitutional Rights (AJ&PCR;) Programme with the Department of Justice & Constitutional Development (DoJ&CD;) was part of the 2008-09 programming package for the governance non-focal sector, funded by the EU Delegation on behalf of the Republic of South Africa and National Treasury. The Programmes objective is to contribute to the strengthening of democracy by improving access to justice and promoting constitutional rights. The three key result areas under the programme are: Result 1: Improved access to justice, including restorative justice mechanism for vulnerable and marginalised groups; Result 2: Improved awareness and knowledge of constitutional rights in South Africa for vulnerable and marginalised groups; Result 3: Enhanced participatory democracy through public policy dialogue and strengthening of CSOs. This programme, funded via sector budget support, assists the Government in achieving its first and third strategic goals. Under those goals, particular attention is given to vulnerable and marginalised groups, particularly those in townships and rural areas and to the building of partnerships with CSOs. This project evaluation should assess the design, the implementation and the results of the programme in order to determine its relevance, efficiency, effectiveness and impact in the context of its stated aims. The main purpose of the evaluation is to provide a comprehensive overview of the entire programme and to allow the Government of South Africa and other stakeholders to make an independent assessment of the performance of the programme, to identify key lessons learned and to propose practical recommendations for future programmes.
