Abstract

The aim of this study is to facilitate strengthening disaster risk resilience by improving coordination mechanisms through developing impact-based early warning systems. More specifically, the project has the following main objectives: a) To work with decision-makers and technical staff in the Provincial Disaster Management Centre, and other stakeholders involved in early warning for floods in designing disaster risk resilience coordination and implementation mechanisms b) To establish data sharing platform supporting the update, development, activation of standard operating procedures based on the four components of early warning systems, namely i. risk knowledge, ii. monitoring and forecasting, iii. communication and dissemination and iv. disaster response. c) To develop standard operating procedures (SOPs) that will build on lessons learned from previous experiences (e.g. Cyclone Idai) and existing baseline assessments.
