Dr Tlou Millicent Ramoroka
Dr Tlou Ramoroka is a chief research specialist in the HSRC's Developmental, Capable and Ethical State research division. She holds a Doctor of Development (Planning and Management) from the University of Limpopo (2016) as well as a Master in Town and Regional Planning (2014) and a Master of Administration (2010) from University of Pretoria and University of Limpopo, respectively. Ramoroka specialises in urban and rural development, spatial development planning, settlement planning and land-use management, geospatial technology for development planning and planning and governance in higher education, as well as poverty and inequality.
Ramoroka was formerly a lecturer then a senior lecturer at University of Limpopo, positions which she held from 2009 to 2016 and 2016 to 2021, respectively. Since 2021, she has worked on various projects. She was a co-principal investigator for the socioeconomic analysis of electronic monitoring in the offender management system of South Africa?s Department of Correctional Services and the project manager for an assessment of the effectiveness and efficiency of selected support mechanisms implemented to mitigate and alleviate the effects of the COVID-19 pandemic in South Africa. Ramoroka was also a senior researcher for a project on the social integration of immigrants and social capital building to improve social cohesion in Gauteng communities. Before joining the HSRC, Ramoroka spent twelve years as an academic, during which time she taught courses in research methods, urban planning, spatial planning and geographic information systems at the University of Limpopo. She has managed the Limpopo TV White Space Project, which connected five rural and township-based schools with wireless internet through the unused television spectrums from 2013 to 2021. During the past twelve years, she has mostly conducted her research in the area of development planning and management with a specific focus on urban and rural development, settlement planning and land use management, as well as planning and governance of educational information and communications technology.
Ramoroka has published 13 scientific articles in local and international peer-reviewed and subsidised accredited academic journals, 4 research reports, 12 local and international peer-reviewed conference proceedings, 9 peer-reviewed non-subsidised journal articles and 1 book chapter. She has also presented about 30 papers at local and international conferences.
