Nelson Mandela Children's Fund: Status of the Child Report 20 years into democracy

Abstract

To provide empirical evidence on the status of children in South Africa for local, national, regional and international advocacy. Monitoring the status of children is recognised globally as a means of assessing progress in the wellbeing and fulfillment of the rights of children in relation to international, regional and national commitments. The United Nations has several processes and frameworks that commit national governments of member States and civil society to be vigilant and support families and communities to provide for the rights of children in ways that ensure children???s survival, health, development and protection. The United Nations Convention on the Rights of the Child (UNCRC) and the Millennium Development Goals (MDGs) are important mechanisms that have encouraged States to enact laws, develop policies and finance implementation of these laws. At the regional level this call is echoed in the African Charter on the Rights and Welfare of the Child. In South Africa, the rights of children are protected through a variety of legislation that includes the Constitution, the Children???s Act of 2005 and sector-specific laws and policies in education, health, child protection and welfare. The situation of children has been monitored since 1993 and subsequent analyses have provided a clear framework that is consistent with national legislation and international commitments.
