Abstract
This literature report is part of a broader research project intended to examine the challenges which the local government sector experiences in implementing Adult Education and Training (AET). The LGSETA commissioned the Democracy, Governance and Service Delivery Programme of the Human Sciences Research Council to undertake this study. This is the first output, namely a detailed literature review.-
