Abstract
The terms of reference for this study called for the following three reports: 1. An international literature review on the relationship between training and its impact on public service delivery, especially in post-transition and developing economies. 2. A desktop analysis of data on the size and nature of trends in expenditure by government departments (1% of payroll) for the last five years of NSDSII, and a comparison with the nature and types of training provided (where such data is available). 3. Selection of a few comparative case studies: A few departments (or sections within departments) to be selected based on two main criteria: departments that have been meeting their service delivery targets (e.g. SARS) and departments that have not been meeting their service delivery targets (e.g. Department of Home Affairs).-
