Abstract
The development of indigenous African languages in South Africa had been hampered by the apartheid policies in education during the colonial years. After the democratic elections of 1994, the government has shown commitment to develop these languages to the same status as English and Afrikaans. This study will endeavour to develop a framework for assessing communication language ability and to investigate the factors that impact on teaching and learning of communication language ability in two indigenous Africa languages.-
