This framework constitutes a working document to guide local urban government in South Africa to assess and improve their participatory processes, structures and initiatives. It aims to: enhance the depth of understanding of participation indicate key issues that impact the quality and effectiveness of participation recommend guiding questions to consider in the selection, design and assessment of participatory tools, methods and/or initiatives-
