Abstract

The purpose of this report is to set out a detailed approach on how to respond to the objectives for the Framework for Strengthening Active Citizenship project for the Department of Justice and Constitutional Development (DOJ&CD;), with the support of the European Delegation in South Africa (EUD). This inception report reflects the terms of reference (TORs) for the assignment, the approved methodology proposal by ICE, the inception meeting with the DOJ&CD; and EUD, and subsequent interviews with reference group members, including Bheki Mbonani, Director, Participatory Democracy, and Danaline Franzman, Chief Director, Social Justice and Participatory Democracy. It will be revised based on further comments from reference group members from the Chief Directorate, the EUD and National Treasury. This report sets out the background and context for this work, and establishes working definitions of key terms central to the approach, including public participation, participatory democracy, active citizenship, accountability, discrimination, and socio-economic rights. The report also sets out a detailed approach to the objectives of the assignment and a work plan with realistic deadlines, including respective roles and responsibilities.
