Abstract
This publication illustrates through six case studies some of the practices and issues that need consideration in a new NPF. All case studies were chosen and conducted to better understand the successes and barriers to democratic participation and active citizenship within the context of the South African Constitution; how they can be addressed; and why socio-economic rights remain unrealised in specific contexts. Therefore, the case studies elucidated upon below focus on the exclusion of particular groups or issues, the interplay between legal and policy frameworks, the claiming of rights and accountability, and the outcomes of participatory mechanisms and efforts. The selection and design of these case studies thus followed various methodologies and criteria, such as the identification of marginalised groups, geographical distribution and sphere of governance.-
