Abstract

The aim of the MERL framework is to evaluate the impact of technology-driven education interventions through a rigorous portfolio of evidence that can inform and influence policy in a rural context. It seeks to move the policy discourse towards a policy-pull model rather than a technology-push approach. The intention is for the monitoring, evaluation, reflection and learning components to provide evidence flowing out of the Cofimvaba initiative which can then be examined against the educational development landscape for the provisioning of appropriate advice to inform policy decisions.
