Releasing Public Land for Affordable Housing Sharing municipal experiences across South African cities

Abstract

The purpose of the present proposal is to extend the research to three additional cities where some progress is being made in terms of the disposal of public land (Johannesburg, Tshwane and eThekwini). The analysis will allow us to exchange practical experiences and cross-fertilise ideas and insights across these four metropolitan municipalities. We will find out what difficulties and lessons have emerged, and carefully consider what improvements could be made to policies and practices. Municipal policies and regulations will be reviewed, and in-depth interviews will be conducted with senior officials and the developers of affordable housing, such as social housing organisations and private developers such as Calgro M3. The work will start in parallel with the Cape Town project and then extend three months beyond it so as to complete everything by March 2023. The proposed work is cutting edge and promises to be of considerable national importance. It will be undertaken in collaboration with DAG and with the National Association of Social Housing Organisations (NASHO) as a form of co-production. DAG and NASHO have been collaborating with these four cities for several years to support the release of well-located land for affordable housing. Turok and Scheba have worked closely with both organisations before and have built strong trusting relationships with their key personnel. We will work closely with Willard Matiashe and Querida Saal from DAG, and their counterparts Karabelo Pooe and Megan Sager from NASHO, as one diverse and integrated team. DAG and NASHO will draw upon their contacts and networks to help secure interviews with the relevant officials and other role players.
