Abstract

The City of Johannesburg (CoJ) commissioned the study to assess the impact of rates and taxes on residents and businesses in Johannesburg. The focus was on the ability of households to pay for rates and tariffs for municipal services from the CoJ. The main purpose was to guide the City???s rates and tariff policies. In order to ease the burden on poor households, the Social Package Policy (SPP) that provides benefits based on a poverty index was introduced by the CoJ. Given the current socio-economic challenges prevalent in the CoJ Metro, the City wishes to review its tariff structures and take into account the potential negative consequences that could affect all communities. This consideration is one of the motivations for why the CoJ commissioned this study to assess the impacts of rates and tariffs on its residents and businesses.
