Research for the Gauteng Transformation Policy on Vulnerable and Designated Groups

Abstract

The policy on mainstreaming of designated/vulnerable groups is aimed at creating an enabling environment to facilitate the full development of targeted individual and/or groups as well as to work towards the achievement of equality of opportunities in relation to access to service delivery and share of opportunities, services and resources. In essence, this means that the designated/vulnerable group???s issues are an integral component of government???s planning, budgeting, implementation and evaluation of programmes targeting the broader society. The main objectives of the proposed policy will be to: - Integrate and mainstream the vulnerable groups within the Provincial practices and into the existing provincial policies, strategies and programmes and ensure their alignment with the local government mandate. - Facilitate the transformation shift within Gauteng Provincial Government and communities in general in relation to vulnerable groups. - Define the role of Provincial Government, service delivery partners and local stakeholders in service delivery in relation to the vulnerable groups. - Facilitate the development and implementation of a comprehensive and integrated approach in addressing the issues of the vulnerable groups. - Serve as an overarching policy framework on vulnerable groups within the Gauteng Provincial Government jurisdiction.
