Abstract
The present report presents findings from the baseline quantitative survey data only. It provides a situational analysis of the two districts (KCD and uGu) and the various local municipalities, which will be used as comparative data at endline to determine whether CPC contributed to any changes in participants' knowledge, attitudes, practices and behaviours. The purpose of the ongoing evaluation is to generate programmatic evidence to support whether a tailored incentivised behaviour change intervention model (CPC) will assist in reducing HIV, TB and STI incidence, and unplanned pregnancies in young women in the study region by 31 March 2019. This baseline report establishes preprogramme conditions for the outcome and impact indicators.-
